Ottawa (September 22, 2025): The World Sikh Organization of Canada (WSO) is deeply concerned by India’s attempts to spread disinformation about the recent visit of Canada’s National Security and Intelligence Advisor (NSIA), Nathalie Drouin, to New Delhi on September 18, 2025.
India’s Ministry of External Affairs (MEA) issued a statement portraying the meeting as a bilateral dialogue focused on trade, counterterrorism, and general security cooperation. In contrast, the official Canadian statement made clear that the central purpose of these discussions was to address India’s campaign of transnational repression, which has endangered Canadian Sikhs and undermined Canada’s sovereignty.
Indian claims that bilateral trade talks have resumed are also false. Global Affairs Canada has clarified that no trade negotiations are underway, reinforcing that the focus of recent high-level exchanges has been security and transnational repression.
In the past month, law enforcement issued duty-to-warn notices to multiple Sikh activists across Canada, reflecting imminent and serious threats to their lives.
WSO has repeatedly highlighted that the Bishnoi Gang, which operates across borders with links to the Government of India, continues to present an ongoing threat to Canada and specifically members of the Sikh community. This gang has been tied to assassinations, extortion, and organized crime networks targeting members of the Sikh community in Canada.
WSO calls on the Government of Canada to immediately list the Bishnoi Gang as a terrorist organization, impose sanctions on Indian officials directing transnational repression, and reform the duty-to-warn system to provide real protection and support for targeted Sikh activists.
WSO President Danish Singh said today,
“India is once again attempting to mislead the international community. Recent talks between Canada’s NSIA Nathalie Drouin and India’s NSA Ajit Doval were not about trade or routine bilateral cooperation. They were clearly about Canada’s repeated concerns over Indian interference, extrajudicial activities, and the threats faced by Canadian Sikhs on Canadian soil.
The Government of India, through the Bishnoi Gang, continues to wreak havoc across Canada with extortions, murders and shootings. Canada must move swiftly to formally list the Bishnoi Gang as a terrorist organization under Canadian law. Beyond this, Ottawa must impose sanctions on those in the Indian government who are directing, financing, or facilitating this violence.
Those receiving duties to warn are often left without adequate guidance or support. The duty to warn system needs to be reevaluated so that individuals are not left on their own. Proper supports must be provided, including protection where the threat is imminent and credible.
Canada must remain vigilant, uphold the rule of law, and send a clear message to India that transnational repression and intimidation have no place in our country.”
