WSO Condemns Renewed India-Linked Threats Against Sikh Activists Ahead of Carney Visit

Ottawa (February 24, 2026): The World Sikh Organization of Canada (WSO) condemns the ongoing and escalating threats, emanating from agents linked to the Government of India, against Sikh activists in Canada, including prominent activist Moninder Singh, whose wife and children have now also been warned that they face an imminent threat to their lives.

Moninder Singh confirmed that a member of the Vancouver Police Department personally delivered the warning on Sunday, advising that the threat information originated from a confidential informant and that both he and his family are at risk.

There are currently well over a dozen Sikh activists in Canada who have received “duty to warn” notifications from law enforcement, indicating credible and immediate risks to their safety. The latest warning to Moninder Singh and his family comes just days before Prime Minister Mark Carney is scheduled to travel to India to promote expanded trade and diplomatic ties.

In 2022, Moninder Singh and Bhai Hardeep Singh Nijjar were among the first Sikh activists in Canada to receive duties to warn. Nijjar was assassinated in June 2023 outside a Surrey gurdwara, in a killing that Canadian authorities have linked to the Government of India. 

According to a report published today, Moninder Singh, who has received multiple duties to warn since 2022, was informed that the threat has intensified and now includes his wife and children.

These warnings come against a growing body of public evidence confirming India’s involvement in transnational repression targeting Sikhs in Canada:

  • Deputy Foreign Affairs Minister David Morrison testified that India’s Home Minister Amit Shah personally ordered a campaign of violence and intelligence gathering against Sikh activists in Canada.
  • Canada’s National Security Adviser Nathalie Drouin testified that India collected intelligence on Sikhs in Canada through diplomatic channels and proxies, which was then passed to Indian authorities who worked with the Lawrence Bishnoi gang.
  • In May 2025, a Privy Council Office briefing ahead of Prime Minister Carney’s first official call with Prime Minister Modi stated: “Canada seeks accountability and requires good faith engagement to this end. This would include a public commitment from India on accountability efforts to be mutually agreed upon.”
  • In June 2025, India appointed Parag Jain, a Punjab police officer accused of torture and extrajudicial killings, and later posted to Ottawa where he allegedly ran covert operations, as the new head of RAW, India’s foreign intelligence service.

WSO President Danish Singh stated:

“It is shocking and unacceptable that Sikh activists in Canada continue to face active and credible threats linked to India. When the first duty to warn notices were issued in 2022, Bhai Hardeep Singh Nijjar was murdered the following year. These warnings are not symbolic or routine, they reflect a clear and escalating pattern of threat.

Canadian law enforcement and senior government officials have already confirmed that the Government of India is behind targeted killings, extortions, and shootings carried out through proxy criminal networks, including the Bishnoi Gang. Even Canada’s federal NDP leader, Jagmeet Singh, has been targeted.

If Prime Minister Carney chooses to proceed with business as usual, he is sending a dangerous message that trade is more important than Canadian lives and the rule of law. WSO is calling for immediate enhanced protective measures for all individuals who have received duties to warn and full transparency regarding any assurances sought from India.

We stand in full solidarity with Moninder Singh and all Sikh activists facing threats. The Government of Canada must act immediately to protect them. If any harm comes to them, the responsibility will rest squarely with Prime Minister Carney.”
